Voice modes for channels differ -- and can be confusing.  The below examples should better explain the differences between the modes.

• Queued allows only one person to talk at a time. They cannot be interrupted.
• Muted does not allow anyone to talk in the channel (good for AFK channels). Anyone equal or over rank level will still be able to talk.
• Normal allows anyone to talk at any given time, unless Transmit Rank level is defined.
